Needless to say, the Tohoku earthquake and tsunami were the perfect storm that tested the readiness of public utilities in Japan and also served as a laboratory for monumental natural disasters in the future worldwide.  The rubber-stamp building of nuclear power plants in Japan in the 70′s and 80′s to provide jobs in depressed areas was a Faustian choice.  It should serve as a cautionary tale.
